Preview image file which filename does not has extension

How is Quicklook supposed to know it's an image?
while i presume it looks at file header info baked into the file.
As a test i tried and noticed the same. However, Windows is not even clever enough to do this. Kinda weird.
OSX does how an image, no matter if has a extension or not
I think, that its perhaps more a Windows issue vs App issue. When you remove the extension, Windows already warns about not being able to read read the file. It also shows, because details panel goes from ie PNG to file
