Not allowing connections after certain amount

After a restart the script will allow 15-25 players to connect, after that, they will be stuck on the "Welcome to a Project Sloth powered server, please wait while we fetch the necessary data to get you started!" message.
So far I've tried:
- Lowering RequestsPerMinute to 15 instead of 30
- Waiting to check for debug messages and rate limits
Even after 10 minutes, the queue will not let more players in.
The console debug prints show no errors or signs of rate limits.
The prints show that players are connecting however it stops finding Discord users.
