This binary is edited one to make server cracked ( that means everyone even with non original game can join your server ), force cl_allowdownload cvar to 1 ( even if someone have this cvar disabled after joining server with custom stuff can download mod files ), some aluigi fixes(q3infoboom etc. no q3dirtrav fix, and dll file is fixing gc60,killcam.
