Disable the "selected" button in export

Summary
I need to disable the selected button when we export table and noting is selected.
Why is this needed?
Selected button in export should only availble to user if user has selected atleast one record
Related issue(s)/PR(s)
I am not aware of any.
I can see how this can be relatively confusing. I have not selected any row, but the "selected" option is always there.
