Upgrade to Bootstrap 4 beta

Bootstrap alpha was out for a couple years before beta arrived, so there are some things that need to be updated to upgrade:
- Some Sass variable names have changed
- The grid has been reworked to use flexbox
- Some overrides will need to be removed or reworked
