Monitor screens for robotic heads are broken

Brief description of the issue

Monitor screens on robotic heads animate far too fast, apparently ignoring or deleting the frame delays specified in the DMI. Also, Hephaestus Frontier head is supposed to have its own monitors but will use the tv-head "blank" no matter what you pick.

What you expected to happen

animations to animate at a reasonable pace, heph to use its own icons

What actually happened

not that

Steps to reproduce

have head compatible with monitor, change screen to anything

Additional info:

• Server Revision: idk i tested this locally but its on latest
• Anything else you may wish to add (Location if it's a mapping issue, etc)
