How to add .gif/.mp4 video as background image?

Instead of static background i want to add a .mp4/ .gif video as background @PeterL1n , can you please tell me how can I do this

I tried to pass a video of the same length ( & w*h) but I'm getting worst result, may I know whats wrong with this
