ce_cameratools_fix_view_heights can break after a full update

Player view offset can get stuck low/in the ground.
cl_fullupdate happens when in static autocamera on mid
Blue soldier clips through stairs when walking in lobby
Apparently disabling ce_cameratools_fix_view_heights can fix the POV heights again, but then the offsets obviously aren't correct anymore for scouts and scoped snipers.
