Customizeable overhead healthbars

The default overhead health bars are a hud element, don't hide behind walls, do not indicate overheal and can be seen from the other side of the map.
Being able to control colors and visibility (on hit and/or behind walls) would be preferable to the current HUD approach.
AdvSpec & SpecTools used to offer some health bar options before a Valve update broke them ages ago.
