As a host or visitor, I only want to share my video if my conversation partner is doing so as well.

Ultimately it's not worth potentially degrading the call quality if only one person can share their video.

Suggestion: Request for video gets initiated by the host and accepted by the visitor. Not the other way around. This can save some disappointment with the video not working if only one person has to make the choice to engage in a video chat, to begin with. Only the lead in the situation has to make the judgement call of whether it's appropriate for the context.
