implement versioning for dev bundles

it's infuriating having to update paperweight and mess around when trying to make a simple diff because the paperweight version changes.
I fail to understand this, the dev bundles already are versioned?
guess I missed it, would be useful if the last digits in the repo actually lined up to build numbers, though
