做旋转检测，multiclass_nms3 没有得到正确的结果

output, index, nms_rois_num = C_ops.multiclass_nms3(bboxes, scores, rois_num, *attrs)
输入:
bboxes: [2, 21504, 8]
scores: [2, 15, 21504]
输出：
output: [36630, 10]
index: [36630, 1]

得到的图片是没有做nms的结果

复现环境 Environment

OS: Windows
PaddlePaddle: 2.6.1
PaddleDetection: release/2.7
Python: 3.8.0
Cuda: 11.2
