Need to fix conda.recipe/bld.bat and conda.recipe/build.sh files

I still don't understand exactly why the Package-Builder tool cannot build B-Tax release 0.2.3 or 0.2.4.
However, given that it can build the other models (including the latest release of OG-USA and Behavioral-Responses), I'm focusing on places where the build-related code in B-Tax is different from those models.
One place that the B-Tax code differs is in the conda.recipe/bld.bat
and conda.recipe/build.sh
scripts. They were the same as in the other models until @PeterDSteinberg's pull request #142 (March 2017) changed them.
@jdebacker, I suggest that you copy and paste the conda.recipe/bld.bat
and conda.recipe/build.sh
files from the Behavioral-Responses repo into the B-Tax repo. Then merge and create another B-Tax release that I can test.
Even if Package-Builder cannot build the B-Tax packages with that new 0.2.5 release, we will have eliminated several more build-related differences between B-Tax and the other PSL models. Eventually we will find the problem.
@jdebacker, The Package-Builder tool fails to build packages for B-Tax 0.2.4.
I have edited the original comment in this issue #223 to reflect that fact.

Issue #223 has been resolved in B-Tax release 0.2.5
