Needs Python 3.10

Hi there,

afraid we did not have much success with python 3.9 -- we were getting a variety of type annotation errors. We successfully got the project working with 3.10.

Below is our requirements.txt (there were a few requirements missing).

Would you want us to pull request? We can update the instructions a bit and flesh out the requirements.txt

Thanks,but it has some problems in the txt when pip it.Like "ERROR: Could not install packages due to an OSError:.....'/C:/b/abs_a9ozq0l032/croot/colorama_1672387194846/work'"
I delete these unknown path in the txt ,and it's ok .So the new file is
requirements_new.txt
