binaries won't accept connections on win xp sp 3

Are there any known issues on winXP sp3, cause I tried every possible combination involving adding/editing rules, turning off the firewall etc. but my connections still show a closed port. I really don't have the time to compile/(deal with bug)s the thing from the start, or install linux as I have the service running on a remote machine. Plox help
Try UDP not TCP port ;) And for me it's rather question for mailing list not an ''issue'' ...
