Implementing QuadTree in Python And C++.

Details:

QuadTree has only been implemented in Swift so
I Would like to implement Quad Tree in Python and C++.
I also plan to include a way for visualizing QuadTree with python using Tkinter if i get the permission to do so from @AdiChat .
Also please assign this issue to me.
