[Enhancement]: Upgrade to Node 18

Description of Enhancement :

We are using Node 16 LTS. Node 16 will be end of life by September of 2023. We need to upgrade to Node 18 LTS. Based on past experience, some of our typescript utilities will need to be rewritten.

Why is this Needed?

We can't require people to develop using end of life software.

Anything else we need to know?

This will be more complicated than just upgrading the installed node version but shouldn't require any massive rewrites.
