Implement navigation services

Implement (under analysis):
- visitors to better collect all references/definitions of actions/workflows
- add tests for both of them.
- maybe switch circular dependency analysis to use the better API?
Use in:
- rename service
- go to definition
- find references
- hyper click (same as go to definition)
