[TouchUI] Webcam HTML bug on Smartphone

The problem
Hello all,
I am a big fan of Octoprint.
Recently, I have updated to the latest version 1.9.3.
I have noticed a small bug which is happening on the TouchUI phone interface.
The webcam div is way to small and seems to be cut to 60 px width.
This bug was not present before.
Did the issue persist even in safe mode?

Provided PR has been merged (Thanks!), fix will be in 1.10.0.
Please note though that normally issues on third party plugins should be reported to and solved by the third party plugin in question. The only reason this was fixed here was that it sounded like a regression, TouchUI is in fact abandoned and that slight change in the underlying CSS looked minimally invasive enough so that it should hopefully not cause issues (the RC phase will show). If either of the three things would not have been the case, this would not have been done for an issue affecting a third party plugin.
