Translate standard documentation into Vietnamese language

Software Supply Chain Security become a critical approach for many security programs. Vietnam is also a country that adopts new standards, and processes to enhance their chance in Software Supply Chain. Having a Vietnamese version of the standard may help easier to understand to onboard the standard for those users who are not security professional
