Show estimated start time for queued jobs

In the Active Jobs application, it would be nice to show the user a progress bar or an estimated time until their job starts running.
This issue was created based on feedback from the SGCI UX analysis survey

It might be better to show the time sitting in the queue. That is also easier because we can usually get the submitted datetime from all the schedulers for these jobs.
