How to model Tenderers consisting of multiple Organisations?

This use-case appeared while modelling ESPD Response, where the Tenderer has to provide and ESPD Response for each Organisation that is a member of an Organisation Group submitting a Tender:

Investigate a way of being able to instantiate multiple Organisations while having one single Tenderer.
Need to analyze the impact on all involved projects (eg. eForms)
