Link to the `ocrd-tool` schema is broken

In the ocrd_tool_validator.py, there is a link to the ocrd-tool schema, which is https://ocr-d.github.io/ocrd_tool. Although it correctly redirects to https://ocr-d.de/ocrd_tool, it returns 404.
