Tidy: add command to download the latest version of all plugins you have (if there are any updates available)

This came from a question that @ameritrash asked in the #plugins channel. Seemed like a good idea...something that would make a great daily note template command to ensure you're always up to date.
@jgclark Thoughts?
Happy with the principle, but I don't think it lives in Tidy. That's for tidying up notes and their content, not plugins.
It feels a bit overkill, but I'd prefer a new Plugin (e.g. "Plugin Tools") with a command "update all plugins".
