Open System Settings button no longer links to Extensions in Sonoma

In macOS Sonoma, the 'Open System Settings' button directs to the Privacy & Security pane instead of the Extensions pane. This is a result of an issue with the .prefPane file in the /System/Library/PreferencePanes folder, and not with iCloud Control. Unless Apple fixes the issue, the button will remain this way. Documentation will be updated to reflect this.
