php component dependencies outdated

The php component is pinned to nixos 22-05 because php74 has been dropped due to the lack of maintenance from upstream for future releases
composer2nix fails to build svanderburg/composer2nix#37
latest dependency update was in 2021
maybe rewrite the component in rust if that's possible
