Feature request: Label for "ofborg-no-auto-build"

It would be nice to add a label to PRs that are not automatically built by OfBorg. I think it should only be removed if an automatic build is triggered later because the PR person became a known user (a fine simplification to this would be to not remove it ever).

This label would allow filtering of PRs that need manual attention to trigger builds. Also, if someone is curious about what this label is, they might figure out how to add themselves as known users.

I suggest the label be named ofborg-no-auto-build.
