Quality Hammers?

Are quality hammers filtered out of the normal one or? I'm just asking because i haven't even seen a white hammer drop noneless a %hammer.

You can check this on https://www.filterblade.xyz/ but all non-20% hammers are hidden by default since the 8.0 update.
