run train.py occur pending

the ray sever can start ,but cant excute training program .
python main.py train
had the same problem.
Needed to change the LOCAL_MODE variable inside config/bases.py to "True" in order to run it.
I changed my config/sacale.py
lower NUM_WORKERS is helpful
