Make sure we didn't break creation of usable Pip Wheels

After talking with @ashokei and @mbrookhart , I've decided to shelve this until there's clearly a problem needing fixing. Right now it looks like the upstream maintainers may handle most/all issues with generating the wheels published to PyPI.
