power limit on windows or overall performance limit

I need to set overall perf. limit, like 50%, to reduce Watt consumption and\or cpu clocks - no reaction.
I failed to set power limit on windows 10 - - no reaction from program.
I failed to set Watt consumption and\or cpu clocks - no reaction.
