envvar STATUS_DB_CONFIG still not functional

Despite commit #76 ngi_reports is still unable to fetch its config from the envvar STATUS_DB_CONFIG. Most likely this conflict is due to https://github.com/NationalGenomicsInfrastructure/ngi_reports/blob/master/ngi_reports/utils/config.py not accepting it.
