@dallasfoster thinks some of the utilties in the lagged ensemble script may be general purpose. (#154)

The ensemble scattering is specific to the lagged ensemble script, but the CPU-GPU movement patterns may be interesting to explore if want to evaluate large ensembles online when we have more CPU memory than GPU.

Let's explore this some more.
