Add timeseries cols for superset of enduse/fueltype combinations

The ComStock timeseries outputs measure currently only creates a timeseries column for each fueltype/enduse combination found in the model. If you do a small run that has no models with a particular fueltype/enduse combination, then the buildstockbatch postprocessing won't know that that combination existed and the postprocessed timeseries won't have these columns. When combining one run with a different set of columns than another (for example, during and EUSS release), these missing columns have to be added into the individual timeseries files to avoid errors in postprocessing.
