Describe the request

We've created a collection of best practice documentation templates for setting up a repository here: https://nasa-ammos.github.io/slim/documentation/starter-kits/. There's a number of projects interested in utilizing these templates, so this ticket tracks that infusion need.

One idea on making infusion of Git repository essentials easier could be to create a GitHub template repository that has all the repository doc templates built-in. That way, new projects can create a new repository based on the template and not have to set any templates up. This has been trialed, for example, in the Unity project.
