More flexible 'boring modes' mechanism

It'd make sense to not bother reporting presence information for certain types of buffers. Ones that come to mind:
- minibuffer (explicitly ignored by elcord)
- neotree
- treemacs
- helm
- dired?
Maybe others.
It makes sense to allow for some sort of user-extensible test for these 'boring' buffers
