Elcord background process runs in cwd when run, blocks directory deletion on Windows

Right now the background process for elcord runs in the cwd of wherever it was first invoked. On windows this causes the directory it lives in to be locked from deletion which is particularly annoying as it's inconsistent.
Instead, the elcord directory should be something more reasonable, like ~
