Create a chapter leader role

Chapter leaders will be able to create events and they'll have a page where they can fill out more info about themselves that will then be posted for everyone to see.

@toanhtran How should people be assigned the role?

One idea I have is that we could move the CL form into the app. When someone submits a form, it will create a CL application with a "pending" status. Then when you approve an application, it will grant the CL role to the user. What do you think?

@codeByScott I'm planning on starting this and then moving on to the related issue mentioned above. Since an event will have a relationship with the chapter leader, I think it's important to work out how we want to define a chapter leader first. Does this all sound good to you?
