Relative links in comments are broken

Steps to reproduce

  1. Have a notification for a comment, e.g. mentioning a user.
  2. Click the user link in the notifications.

Actual behavior

The link goes to non-existing internal URL, because the link the the notification is actually relative.

Expected behavior

The link goes to the Pontoon instance => determine if there are any relative links in the notification, and "prefix" them with the Pontoon instance base URL. Or use <base>, if there are no relative links for extension pages.
