Feature Request: Add SNAC output pulse when input changes

I don't know if this core is a good candidate for this feature but it would be nice to have an official core used for lag testing.

This feature would add the option for the core send out an output pulse over SNAC on any input change. This feature would allow for lag testing controllers by attaching an external microcontroller or oscilloscope to measure the controller latency.

I would suggest using signals that correspond to USB D+ and D- (like the NES lag tester core) that is floating around so an inexpensive USB cable and connector can be used instead of custom adapter.

If the core slow at capturing input it might not be worthwhile feature to add.

Sorry I missed this, didn't have notifications turned on apparently! I don't have any SNAC adapters so might be hard for me to test, but I'll have a word with Porkchop as I'm sure he'll know precisely what would be needed
