Mario gets stuck at under the bricks at bottom of screen when starting game

When starting the game, Mario will float around into different positions until settling at the bottom of the screen, under the bricks. Tried restarting the core and MiSTer but it did not fix the issue.
Made a different thread with a lot more detail, as I thought this issue was fixed on my end. It was not.
