Lay out foundation for this project

A while back I started a project which would run a bunch of checks on a library within our ecosystem to determine how well it aligns with our "standard model" of a module. In order to add the checks we now want, I need to push up the code for this repo (minus the checks, as we can more or less start over with them).
This is done!
