Consider replacing Namespaces.xml with a free version

Is your feature request related to a problem? Please describe.
Namespaces.xml is listed as under the "CC BY-NC-SA License", which matches its source (https://edutechwiki.unige.ch/en/EduTech_Wiki:Copyrights). The non-commercial restriction of this license makes it non-free, and akin to #728 it would be great if we could find a free alternative to it to make redistribution easier.

Ideally the data file would be replaced with a free alternative and the documentation that references it would be adapted.

This is a fairly short XML document, so it might be easier to recreate one from scratch with the desired properties, or to source one from somewhere else.

After further investigation -- this XML document originally comes from https://www.w3.org/TR/REC-xml-names/#defaulting which is under the W3C license, which is free. I'll put up a PR to update copyright.csv for clarity.
