Improve system diagram performance

The system diagram on the report index page is currently a little heavy-handed - the diagram is being regenerated from scratch whenever the filter and hovered index entry changes, when really all we need to do is edit the style attributes on the SVG elements to make the edges invisible, dotted, thick or normal.
From a brief inspection of the generated SVG it all looks eminently possible.
