Pan and zoom auto download glitches and produces errors

Description:
Paning and zooming around causes error 403 a lot and the flickering of the darkened out areas make it impossible to work. See video.

This is likely an issue with the OSM API/one of the frontends, seems to have gone away for now.
Seems if there is a DDOS attack underway, so outside of our control.
PS: it is probably better to switch to manual download as long as the DDOS is in progress.
