on older android, i could disable full screen mode in system settings, but i can't do that on 10
There are no android 10 specific changes to how the full screen handling works, there are some for android 11, but those still allow forcing full screen mode off (that is the default for android 11). So you should still have the 'Never' option for the full screen mode.
Can you give us details on your device and how you have your navbar set up in the system settings?
it can't be changed for vespucci
also this part of settings is hard to find

Not quite sure why that would make sense. If users have problems in full-screen mode, they are most likely to search for full-screen mode related topics.
