Top item not shown in layer menu

If the layer modal has become so long that the popup menu for the add button is shown above the button, the menu can in some situations not be scrolled up to show the top menu item. Seen on Android 9 emulator, not reproducible on 13.
Seems the top item is literally simply hidden, ak clicking in the location will actually select it. However this doesn't seem to be reproducible on real world devices, so is likely just emulator only.
