🐛 Permissions are borked

Describe the bug
For example you cannot allow a specific role to use /title, it just doesn't work without Manage Threads for some reason
Also users need Send Messages to do anything, I forgot why. This is not nice if you want users to be able to edit threads in a read-only channel.
Steps to reproduce the bug
- Do anything with permissions ever
- Notice bug
