add ability to select a subset of fine channel indices in input data

in input data, a subset of timestep indices can be selected, but not fine channels.

selecting fine channel indices in vis-convert would allow for jobs to be parallelized over frequency without the overhead of sending a copy of all channels to all jobs. e.g. in imaging.
