race to the bottom
The race to the bottom is a socio-economic phrase which is used to describe government deregulation of the business environment, or reduction in tax rates, in order to attract or retain economic activity in their jurisdictions. An outcome of globalization and free trade, the phenomenon may occur when competition increases between geographic areas over a particular sector of trade and production.[1] The principal effect and intent of these actions is to make labor rates "more competitive" (i.e. lower), the principal cost of business, together with other factors (pensions, environmental protection and other externalities), and thus the metaphor where the bottom is the lowest wage that can be paid for that labor.

在 全球化时代的今天，各国在经济竞争中获取竞争优势的办法大致有两种，一种是加大 经济活动中的科技、教育投入，在增加本国人民福利的情况下，提高经济活动的生产率；而另外一种相反的办法则是，以剥夺本国劳动阶层的各种劳动保障，人为压低他们的 工资，放任自然环境的损害为代价，从而赢得竞争中的 价格优势。后一种办法就是“竞次”(race to the bottom)，即打到底线的竞争，这一现象也被形象地称作“向谷底赛跑”。在“竞次”的游戏中，比的不是谁更优秀，谁投入了更多的科技，更多的教育，而是比谁 更次，更糟糕、更能够苛刻本国的劳动阶层，更能够容忍本国环境的破坏。
